羅盛威‧努力培養不愛閱讀的孩子

教育總監阿里慕丁披露,學校自從推介閱讀計劃後,學生便每年平均閱讀四本書。由於閱讀計劃推行之前沒有統計,因此無從評估學生的閱讀量增長多少。閱讀計劃是甚麼乎哉,就是從小學到中學,積極培養學生閱讀興趣,而學生在閱讀後,也須填寫讀書報告。學校在每年年終,將根據學生的閱讀數量,給予學生評定等級。

此項計劃當然好得無比,若教師循規蹈矩,不但按時帶領學生進圖書館借閱圖書,又在班上費盡唇舌苦口婆心勸導學生看書讀書,常年累月下,學生恐怕不愛書都不行。可是如果以為事實就是如此,恐怕就太一廂情願。

閱讀環境的建立與否,不在於單方面的努力,而是整體的配合。單單只是靠教育部隔空窮喊,教師例行公事,卻沒有家庭以至社會的配合,閱讀計劃的推動就是再怎麼轟轟烈烈,最後恐怕也只是白象計劃一樁。

隨便找個家長或教師問問,閱讀重要嗎?若有人膽敢說不,肯定存心不良。可是說易行難,看一看今天環境競爭激烈下的孩子,要他們閱讀是何等不易。剛滿四歲或更早,手指骨骼都尚未完全發育,孩子就被乖乖送進托兒所,曰“不要讓孩子輸在起跑點”。到了7 歲,開始進入小學。咦,原本以為的快樂天堂原來不是,各種習作功課,校內校外夾攻,排山倒海而來。單單華語科,作業就已經10根指頭算不完。

上午上完了課,下午這裡補英文,晚上那裡補科學,好不容易挨到週末,剛要喘上一口氣,母親大人曰:“難得週末,送你去學才藝。”於是乎,星期六學鋼琴,星期日學舞蹈。剛閉上眼睛,眼睛一睜,又已經是星期一。看到孩子兩眼無神,對課外書完全提不起興趣,我們即拍案而起,道貌岸然曰:“為何不愛閱讀?閱讀好處可多啦,比如——”做孩子做得這麼累,我們還能怪他們不愛閱讀嗎?

教育部推行閱讀計劃,憑良心說,這是最值得鼓勵的計劃之一;可是,我們的社會,從家庭到學校,卻在努力推行“不愛閱讀計劃”,都在努力培養不愛讀書的孩子。

許運發‧讀書會與華團

4月23日是世界書香日,趁此特別日子談談讀書會該是合時宜的,特別是今天國人每年還只閱讀兩本書之際,若能為文引發有識之士關注讀書會活動,亦可謂功德無量矣。

在大馬,讀書會至今仍然少見,記憶中吉隆坡思維讀書會早在1993年成立。1996年,台灣七七讀書會受邀在天后宮舉辦讀書會干訓班后至2003年期間,有過一陣熱潮,讀書會接二連三的成立,如1996年的雪隆海南青樂聖岭讀書會及麻坡小王子讀書會;1997年有芙蓉芙中校友會花城讀書會、雪隆留台聯總婦女組讀書會、主管讀書會及種籽讀書會;1998年有博大蘇菲讀書會、威省福青智源讀書會、大馬讀書會聯誼會也同時成立;1999有心靈成長讀書會、青運新山縣企管讀書會;2000年有教總讀書會、雪隆潮青讀書會、森華青讀書會;2001年有知行會(吉隆坡)讀書會;2002年有檳城海南會館婦女組清流讀書會,2003年則有青運吉隆坡敦依斯邁支會讀書會,以及教總親子學苑虫虫親子讀書會。

上述讀書會名單(截至2003年)可能挂一漏萬,還望指正。不過,要說的是:擁有8000華團的華社,為何只得區區20個讀書會?而若要求證至今尚能持續活動者為數恐怕更少。由此可見,讀書會是那麼的不受重視。華社多年來流行建立書香社會的話語,但身體力行的華團少之又少,對組織或推動讀書會更是拒之千里,難道讀書會被認定無助于建立書香社會?當真是:世人盡說閱讀好,可就讀書會旺不了!

再者,2005年,華總、宗鄉青總會、《星洲日報》及綠野集團號召下,與18個全國性華團聯合推荐高希均的《讀一流書、做一流人》,加上號召單位共20個組織,代表著數以百萬人計的智慧與意願(其中有一單位的會員總和就占華裔人口的三分之一),竟然沒想到要組織讀書會齊齊來讀一流書,藉以“鼓勵華社長期閱讀好書,推廣華社正確的閱讀觀念”?(上述書 “序”),為何沒醒覺到常年你來我往吃吃喝喝之外,每個月挪出兩小時,三五成群,不分彼此,論說一篇時評,分享一則新聞,大家聊個痛快?發揮高希均說的:“一流人的見解上有創意、有包容、有執著。”而這正是讀書會的精神。

以書會友比召開理事會議更方便,參與者完全是自主自覺、自動自發,不必看別人的臉色,不必為五斗米折腰,更不必受人錢財與人消災。真正做到高希均說的:一流人的態度不爭、不貪、不獻媚。而這也正是讀書會的風範。

然而,4年了,我們可有新生的讀書會?與人口比我們少且講英文為主流,卻擁有30多個華文讀書會的鄰國相比,捫心自問,我們還配得上讀一流書做一流人嗎?

World Book Capital City

An acknowledgement of the best programme dedicated to books and reading.

Based on the positive experience of World Book and Copyright Day, launched in 1996, UNESCO initiated the concept of World Book Capital City and nominated Madrid as the Capital for Year 2001. Following this successful experience, the General Conference adopted, on 2 November 2001, the 31 C/Resolution 29, establishing the yearly nomination of the Book Capital City.
The International Publishers Associations (IPA-UIE), the International Federation of Library Associations and Institutions (IFLA) and the International Booksellers Federation (IBF) are associated to this initiative and are therefore represented with UNESCO in the nominating committee, so as to guarantee appropriate representation from the international organisations representing the three major sectors of the book industry.
An agreement was concluded among the partners that, after Madrid (2001), the subsequent capitals would be Alexandria in 2002 and New Delhi in 2003. Then, following public calls for candidatures, the Selection Committee gathered at UNESCO Headquarters and successively nominated the city of Antwerp (Belgium) World Book Capital City 2004, the city of Montreal (Canada) World Book Capital City 2005, Turin(Italy) World Book Capital City 2006, Bogota (Colombia) World Book Capital City 2007, Amsterdam (the Netherlands) World Book Capital City 2008, Beirut (Lebanon) Book Capital City 2009, Ljubljana World Book Capital City 2010 and Buenos Aires World Book Capital City 2011.

The nomination does not imply any financial prize, but an exclusively symbolic acknowledgement of the best programme dedicated to books and reading.


NOMINATION CRITERIA

The candidate programmes, presented or endorsed by the major of the applicant city, shall be aimed at promoting books and fostering reading during the period between one World Book and Copyright Day and the next (23 April). The selection committee will examine the candidate programmes, making a special effort to involve all regions of the world in turn, in accordance with the following criteria:

• Submission of a programme including activities specifically conceived for the year in which the city would be the World Book Capital City, and which would only take place in case of nomination.

• Degree of the municipal, regional, national and international involvement and potential impact of the programmes.

• Quantity and quality of specific or ongoing activities organized by the candidate-city in cooperation with the national and international professional organizations representing writers, publishers, booksellers and librarians and in full respect of the various stakeholders of the book supply chain.

• Quantity and quality of any other noteworthy project
promoting and fostering books and reading.

• Conformity to the principles of freedom of expression, freedom to publish and to disseminate information, stated by the UNESCO Constitution as well as by Articles 19 and 27 of the Universal Declaration of Human Rights and by the Agreement on the Importation of Educational, Scientific and Cultural Materials (Florence Agreement).

23 April: UNESCO launches Anti-Piracy Observatory to celebrate World Book and Copyright Day

UNESCO is celebrating World Book and Copyright Day on 23 April by highlighting the need to preserve creativity from piracy. The Day also marks the launch of celebrations in Ljubljana (Slovenia), World Book Capital for 2010.

“In the light of the emergence of new forms of books, of changes in the design, production and access to contents of books, it is urgent to recall that there can be no book development without respect for copyright,” the Director-General of UNESCO, Irina Bokova, said in her message for the Day. “This is particularly the case at a time when digitization further exposes books to risks of illicit use.”

UNESCO recently established the World Anti-Piracy Observatory (WAPO), a free on-line platform that provides information on anti-piracy measures and policies implemented by Member States. “The Observatory fills in the existing information gap by presenting data that up until now was mostly scattered or simply unavailable,” explains Petya Totchavora, UNESCO copyright specialist.

The Observatory, which will be updated regularly, makes available comprehensive information on copyright legislation, news and announcements of events related to the fight against piracy worldwide, and best practices. Free awareness-raising and capacity-building tools can also be downloaded.
UNESCO has also scheduled on 23 April the launch of festivities for the 2010 World Book Capital, when Ljubljana succeeds Beirut (Lebanon). At noon on the Day, the mayor of Ljubljana, Zoran Janković, will raise a flag at City Hall. The city is planning over 300 activities during the year, aiming to encourage reading and love of books, to facilitate access to books and to present a range of different literary genres from around the world.

Ljubljana was named “ World Book Capital 2010 by an international jury representing the book industry and chosen “for the quality of its application as well as for its diverse and complete programme, widely and enthusiastically supported by all players involved in the book industry (publishers, bookstores and libraries).” Buenos Aires (Argentina) will be the next Book Capital in 2011.

Also in the context of World Book and Copyright Day, a round table, “Publishing, New Technologies and Rapprochement of Cultures”, will be held on 23 April at UNESCO (2.30 to 5.15 pm, Room IX).
World Book and Copyright Day has been observed by UNESCO for the last 15 years; it inspires numerous events around the world designed to promote reading.

From 23 April 2010 to 23 April 2011, during the time between two World Book and Copyright Days, Ljubljana will hold UNESCO's World Book Capital title.

Ljubljana – World Book Capital 2010

The World Book Capital activities, conducted by the City of Ljubljana's Department of Culture, the project holder, have been underway since June 2008, when Ljubljana, competing against Guadalajara, Lisbon, Riga, Saint Petersburg, Vienna and Wellington, was selected as the city proposing the best World Book Capital programme and designated the World Book Capital 2010 title. It has been pointed out by the UNESCO Commission that Ljubljana was selected for the quality of its application as well as for its diverse and complete programme, widely and enthusiastically supported by all players involved in the book industry (publishers, bookstores and libraries) and oriented towards the promotion of books and reading.


Programme highlights

On 19 April 2010, Ljubljana's World Book Capital programme will be presented to the international public at the UNESCO palace in Paris. The event will be attended by the Mayor of Ljubljana, Mr. Zoran Janković, the Minister of Culture of the Republic of Slovenia, Ms. Majda Širca, the Director-General of UNESCO, Ms. Irina Bokova, and numerous diplomatic representatives. The presentation of the programme will include a cultural programme performed by the Slovenian actor Branko Završan. It is particularly pleasing that the invitation to the event has been accepted by Mr. Slavoj Žižek, one of the three main creators of the Ljubljana – World Book Capital 2010 programme.
Ljubljana's inauguration as the World Book Capital 2010 will be marked by a ceremony held on 23 April at 12 noon in front of Ljubljana's Town Hall, where the World Book Capital flag will be hoisted by the Mayor of Ljubljana, Mr. Zoran Janković. On the evening of the same day, Ljubljana's Križanke summer theatre will host an artistic performance conceived by the Slovenian theatre director Matjaž Berger as a tribute to books, reading and scripts, and a meeting of art, science and philosophy as seen through the lens of book culture.

The inauguration ceremony will mark the beginning of a year during which about 300 events will be organized in order to:

• encourage reading,
• contribute to the development of the culture of reading,
• increase the accessibility of books,
• and present various literary genres and literatures of the world to the public.

The Ljubljana – World Book Capital 2010 programme will be divided into several strands, described below.

Ljubljana will host a literary festival entitled Literatures of the World's Continents: Fable 2010. The festival will thematically focus on the city. The city as a living environment, a mental map, and a place of freedom and limitations will also be the theme of a rich programme of events to accompany the festival.

During the festival, Ljubljana will be visited by the following world renowned authors:

• Herta Müller (2-5 May 2010),
• Richard Flanagan (25-29 May 2010),
• Jonathan Franzen (7-10 May 2010), David Grossman (12-15 May 2010),
• Michal Viewegh (16-19 May 2010),
• Daniel Kehlman (20-23 May 2010).

During their visits, sceneries depicting each of their respective home cities will be set up on Ljubljana's Breg embankment.
A series of poetry evenings featuring poetry readings by visiting authors from China as well as a large number of other events will be held as part of a project entitled The International within the Local.

During the Literatures of the World's Continents festival, Ljubljana will also host countless other events promoting reading and literature. A detailed festival programme will be announced later.

Ljubljana Reads: Growing up with Books is a project intended for three-year olds, first-formers, and Slovenian secondary school students, who will each receive, as a gift, a picture book or a quality work of Slovenian literary fiction.

The printing of large impressions (8,000 copies) of 21 books of various genres to be available for purchase at 3.00 per copy has been supported as part of the Books for Everyone project.

The programme strand Books and Creativity in Culture will include a variety of different events related, in terms of content, to the main programme of events and books in a broad sense. The events will be organized and held by museums, galleries, theatres, musicians, and other artists.

The programme strand Books and the City will include literary events traditionally held in Slovenia, which will, as part of the Ljubljana – World Book Capital 2010 programme of events, be enriched and expanded in order to emphasize the significance of reading and encourage a reading culture by means of interventions in public spaces. Ljubljana will have several new reading nooks set up in public spaces, including a park maze designated for reading; books will be read in hospitals, old people's homes, and the asylum detention centre; support will be given to a project reflecting socially responsible approaches to vulnerable groups, namely the improvement of accessibility to the City Museum of Ljubljana's exhibition rooms and exhibits for the blind and partially sighted. A large number of projects will be intended for children. Particular attention will be paid to three of Slovenia's most prominent authors, namely Boris Pahor, Svetlana Makarovič and Slavoj Žižek.

From 31 March to 1 April 2010, Ljubljana will host a world congress entitled World Book Summit 2011 – Books as Promoters of Human Development. The congress will discuss the challenges of digitization for the publishing industry, the aspects of translation from the world's minor to major languages, and international bestsellers. It will be rounded off with the adoption of the Ljubljana Resolution on Books, which will outline the directions in which public administration could move in order to improve its efficiency in supporting books and reading.

A new bi-weekly cultural newspaper called Pogledi (Views) will be launched in April by Ljubljana's newspaper and publishing house Delo. The newspaper, focusing on culture, media, and intellectual life, will provide a platform for critical reflection on culture and society.

In the year of holding the World Book Capital title, Ljubljana will also gain a house of literature named after Primož Trubar (1508-1586), the author of the first book ever written in Slovenian and thus the founding father of Slovenian literary language. The house of literature will combine the functions of a cultural and intellectual centre, a book club, the home of a new web portal dedicated to books and literature, a gallery, and an information centre.

To mark Ljubljana's designation as UNESCO's World Book Capital, the Post of Slovenia will release a postcard-style postal card, the Bank of Slovenia a commemorative coin series including a gold, a silver and a bimetal collectors' coin, and the City of Ljubljana a commemorative bookplate.

The World Book Capital programme, supported by the Ministry of Culture of the Republic of Slovenia and the Slovenian Book Agency, mainly consists of projects run by non-governmental organizations and public service enterprises involved in culture, science, and research. Part of the programme is being created in collaboration with other Slovenian cities and embassies in Ljubljana.
