副首相兼财政部长纳吉今早透露，政府原则上不反对官联公司森那美，收购和控制国家心脏中心。
不过，他强调，国家心脏中心最重要任务，就是扶助穷人获得适当治疗。
他说，政府目前在探讨在森那美展开收购后，国家心脏中心是否依然履行这项社会责任。
“虽然政府原则上不会反对这项献议，但是我们仍与卫生部展开讨论，以做出最后的决定。”
“我正在探讨社会的责任。森那美必须给予强有力的承诺，确保弱势群体的利益不会受到忽略。
纳吉是在主持爱滋病内阁委员会会议后，在新闻发布会上如此表示。
他也表示，如果这项交易成功完成，那么国家心脏中心将会获得更多资源，而且心脏专科医生的福利也会大大改善，解决医生外流的问题。
他也指出，据了解，至今为止没有其他公司有意收购国家心脏中心。
林冠英则在国会走廊举行的新闻发布会上大力反对这项献议，他担心国家心脏中心在私营化后只会重视盈利而变得“无情”。
“如果要提供更好的服务，政府机构可以依据私人企业的方式来营运，采纳外界最好的营运方式。但是，一旦私营化后，他们会变得很商业化，以及无情。”
他表示，政府可以考虑为国家心脏中心引进私人界伙伴，来改善营运表现，但是他们必须确保政府拥有控制权。

Cabinet all but kills Sime Darby’s bid for IJN

KUALA LUMPUR, Dec 19 — Plantations-to-power group Sime Darby Berhad's unsolicited proposal to take a stake in the National Heart Institute (IJN) is off — indefinitely.
The Cabinet has decided to postpone any decision until further discussion on the matter.
"The Cabinet did not oppose but wants the decision to be deferred for further discussion," a Cabinet minister told The Malaysian Insider today.
While ministers said that the Cabinet was deferring a decision to allow the government-linked multinational to take a 51 per cent stake in the region's leading heart institute, in reality the project is dead in the water, government sources told The Malaysian Insider.
There was strong opposition to the deal in the Cabinet today. Many Barisan Nasional politicians also felt that if Sime Darby was allowed to go ahead, it could alienate the public and the powerful civil service just at a time when the ruling coalition is starting to find its footing after the March 8 election drubbing.
The Star reported today that IJN doctors said they are committed to serve the hospital in its current form and they do not want privatisation to be seen as the response to their demand for better pay. The institute has some 85 surgical personnel and some 500 nurses among its 1,000-odd employees.
The institute, established in 1992, is currently expanding to increase its facilities which are expected to complete by the second quarter of 2009. Upon completion, IJN will have a total of 432 beds specially dedicated for heart treatment and will be one of the largest heart centres in the region.
It treats some 150,000 patients a year, of whom some 100,000 are government servants. The government regulates the fees with its first-class medical treatment at below market rate.
In a filing with Bursa Malaysia, Sime Darby said it had written to the government about its intention and was now awaiting an official response. IJN is operated by IJN Holdings Sdn Bhd, which is wholly-owned by the Ministry of Finance.
It is understood the Finance Ministry is agreeable to the stake disposal but the Health Ministry is against the idea.
Sime Darby president and group chief executive Datuk Seri Ahmad Zubir Murshid described the proposal as a "win-win" situation, saying that it would allow the conglomerate to better synergise IJN and the group's existing healthcare centre, Subang Jaya Medical Centre, in terms of expertise and technology.
He also said the government had stipulated three conditions in its response to the proposal, namely, the value of the proposed acquisition, the group's business plan for IJN and the group's commitment to continue the social obligation as being provided by the Health Ministry currently.
Zubir has not disclosed the value of the 51 per cent stake but said it would pay in cash to the government. The group is also looking at acquiring a few other hospitals.
Penang Chief Minister Lim Guan Eng said yesterday IJN should not take the heartless path towards pure commercialisation but should have a heart for all Malaysians who want a healthy lifestyle.
IJN was spun out of Kuala Lumpur Hospital's Cardiothoracic Surgery Department three years after former Prime Minister Tun Dr Mahathir Mohamad suffered a heart attack in 1989.

纳吉表示，政府作出这项决定，是要优先关注人民的需要，确保国家心脏中心继续履行其社会责任。
他也说，政府将通过数个部门，即财政部、卫生部和首相署经济策划单位，深入研究有关建议，才定夺是否要把国家心脏中心私营化。
“研究可能需时数个月，但时间不是最大的考量。最重要的是，最后的决定真的重视人民，而且能把该中心打造成世界闻名的心脏中心。”
