The value of a link to your website is considered higher if :

1.The link is from a page with a good Page Rank.

2.The page supplying the link has fewer outgoing links.

3.The link is from a site with a related theme to your own website.

4. The link is one way - with no link back to the other website.

The Mechanics of Page Rank (PR) Calculations

It's not a linear scale

The Page Rank that we see for a site is on a logarithmic scale. As an example(used for illustration only), if 3 PR-1 incoming offsite links are required to give your site's homepage a PR of 1, then you would need 18 or so links to achieve a PR 2. For PR 3 it would be 108, all the way to more than 30 million for a PR-10. Very tough to be an overachiever!
