大家都把焦点放在霹雳州及雪州的风波,我倒是觉得这没什么大不了。大家难道没注意到,登州和玻璃市还不是在争个不休?

这几个在野党难得第一次看到有大猪肉可以分,想要分到大块点的,这是人之常情。在过程中吵架争执,没什么大不了。例如,那一对情侣刚开始恋爱,不必经过小风波?最重要是能够因争执而促进了解,为长久的合作加分。

最可笑就是国阵里的人,现在只会骂行动党出卖华社权益。唱来唱去那两曲调调。拜托,华社还有多少权益可以被出卖?早就被这些马华民政给典当殆尽了!这些家伙的言辞充满酸味,听起来可笑,看起来又有点同情他们。明明货物已没什么市场了,还拼命在叫卖,实在可悲复可怜!

Datuk Seri Shahidan Kassim gagal mengekalkan jawatan Menteri Besar Perlis, keputusan mengejut yang sama sekali berbeza daripada dakwaannya malam tadi.

Ahli Dewan Undangan Negeri (Adun) Bintong, Datuk Mat Isa Sabu menggantikan Shahidan yang memegang jawatan itu sejak 1995.

Raja Perlis dilaporkan telah melantik Mat Isa hari ini berkuatkuasa serta-merta dan sekali gus menamatkan suasana tidak menentu di negeri itu.

Setiausaha sulit kepada Raja Perlis, Mohd Adib Zakaria, mengumumkan pelantikan itu dalam satu kenyataan hari ini, lapor Bernama.

Beberapa hari lepas nama Isa, seorang tokoh lama Umno Perlis, disebut-sebut sebagai menggantikan Shahidan.

Undang-undang tubuh negeri ini membenarkan Raja Perlis melantik menteri besar mengikut pilihannya.

Menurut laporan laman web The Star Online hari ini, Shahidan sendiri menghadap Raja Perlis di Istana Siraj kira-kira sejam sebelum solat Jumaat.

Beliau dilaporkan berkata istana belum memutuskan calon MB ketika ditanya wartawan selepas pertemuan tersebut.

Setakat ini tidak dapat dipastikan reaksi penyokong-penyokong Shahidan selepas mendapat tahu pemimpin mereka itu, yang juga ketua bahagian Arau, disingkirkan.

Sementara itu di Putrajaya, bekas menteri besar itu kelihatan berjalan beriringan dengan timbalan pengerusi BN Datuk Seri Najib Razak (foto kiri) sewaktu keluar dari masjid Putra selepas solat Jumaat tengah hari tadi.

Kira-kira 100 penyokongnya berkumpul depan masjid itu sebagai menunjukkan rasa tidak puas hati (foto bawah).

Bercakap kepada media di situ, Shahidan berkata, seseorang yang dilantik MB Perlis sekarang "tidak mendapat mandat" kerana beliau, sebagai pengerusi BN negeri, mempunyai mandat tersebut."Saya dapat mandat daripada pengerusi BN dan saya mengetuai kerajaan Perlis. Tetapi kalau ada (pelantikan orang) lain daripada pelantikan itu, bererti mereka bukan BN," katanya.

Beliau juga mengulangi kenyataan pemimpin-pemimpin yang dekat dengannya sebelum ini bahawa terdapat pemimpin tertentu dalam Umno yang "busuk hati" padanya dan melabelkan mereka "munafik" kerana enggan menaikkannya semula sebagai menteri besar.

"Mereka cucuk-cucuk orang dan mereka adalah dari kalangan orang-orang yang dianggap munafik. Jangan dekati orang munafik sebab Allah akan campak (anda) dalam neraka," katanya lagi.

Shahidan semalam berkata beliau akan ke istana tengah hari ini untuk mendapatkan watikah pelantikan setelah pengerusi BN Datuk Seri Abdullah Ahmad Badawi bersetuju menyambung khidmatnya.

Adun Tambun Tulang itu malah memberi kata dua kepada pemimpin dan ahli yang membantah keputusan tersebut - mereka boleh dikenakan tindakan disiplin atau keluar daripada Umno.

"Ini keputusan Perdana Menteri, mereka mesti menyokong keputusan presiden parti (Umno)," kata Shahidan dalam sidang media di ibu negara malam tadi selepas mempengerusikan mesyuarat jawatankuasa BN Perlis yang turut dihadiri oleh ketua MCA dan MIC negeri.

"Saya sebenarnya memberi dua pilihan kepada mereka. Pertama dikenakan tindakan (disiplin) atau keluar dari parti."

BN Perlis digoncang krisis berlarutan untuk mencari calon MB baru walaupun ia mengulangi kemenangan besar, menguasai 14 daripada 15 kerusin DUN dan mengekalkan ketiga-tiga parlimen pada pilihanraya umum 8 Mac lalu.

Penyokong Shahidan mendakwa beliau disekat oleh seorang tokoh besar di peringkat pusat - yang mencetuskan konflik menjelang penamaan calon.

Krisis itu mula menjadi pertembungan terbuka hujung tahun lepas apabila setiausaha agung Umno, yang juga menteri dan ketua bahagian Kangar, Datuk Seri Radzi Sheikh Ahmad memberi kenyataan terbuka tentang kepemimpinan Shahidan, antaranya mendesak beliau meletakkan jawatan.

Sementara itu, sewaktu dihubungi Malaysiakini petang ini, ketua penerangan Umno negeri Datuk Hashim Suboh berkata mereka tidak mengiktiraf pelantikan Mat Isa.

"Jika kita mengiktirafnya, akan rosak demokrasi dan sistem pilihanraya," katanya, sambil menambah "kita anggap beliau seorang MB (calon) bebas".

BN tetap dengan pendirian Shahidan sebagai menteri besar, tambahnya.

"Rakyat melihat pelantikan Mat Isa tidak mengikut prosedur. Apa makna sistem berparti jika tidak ikut parti?" tambahnya.

"Kita tidak boleh halang rakyat jika mereka bangkit mengadakan tunjuk perasaan."

Beliau membayangkan BN Perlis boleh mengambil tindakan disiplin kepada Adun Bintong itu jika beliau terus memegang jawatan tersebut.

Awal malam ini, Perdana Menteri dilaporkan berkata calon pilihannya tetap Shahidan, dan bukannya Mat Isa.

赢了一席,输了州务大臣一职,还真的不甘心呢!
他口口声声说首相已认定他为玻璃市州务大臣可是为什么首相没出来为他说话呢?

Datuk Seri Abdullah Ahmad Badawi has left it to Umno Youth to take action against Datuk Mukhriz Mahathir, who is an executive committee member of the movement, for asking him to step down as the prime minister.

关于玻璃市州务大臣的事件,还有更“够力”的。原来shahidan真的有拿到首相的委任信。所以,巫统内部到底出了什么乱子,大家不妨想象...

Prime Minister Datuk Seri Abdullah Ahmad Badawi said Friday he handed to Datuk Seri Shahidan Kassim the letter enabling his appointment as the menteri besar of Perlis and the formation of the state executive council.


"I handed the letter of appointment to Datuk Seri Shahidan Kassim, who is the chairman of the Perlis Barisan Nasional (BN) liaison committee, who had won (in the recent general election).

"The letter of appointment had to be presented to His Royal Highness the Raja of Perlis so that he (Shahidan) can be appointed the menteri besar and form the Perlis state government," he told Bernama in an interview at Seri Perdana, the prime minister's official residence.

Abdullah said this when asked to comment on a statement by the Raja of Perlis' private secretary Moh Adib Zakaria earlier today announcing that the Raja of Perlis, Tuanku Syed Sirajuddin Syed Putra Jamalullail, had given his consent for the appointment of Bintong state assemblyman Datuk Dr Md Isa Sabu as the menteri besar of Perlis.

楊映波:最多州席政黨優先‧委大臣是州統治者權限

(雪蘭莪‧八打靈再也)資深律師與法律教授指出,州憲法賦予州統治者委任州務大臣的權限。

大馬律師公會前主席楊映波表示,州憲法雖明文規定,州務大臣一職由州統治者委任,但一般上獲得該州最多州議席的政黨代表將獲得出任該職的優先權。

“以雪州為例,在本屆大選中,國陣保住了20個州議席,而反對黨36席包括行動黨13席、公正黨15個州議席及回教黨8個州議席;由於反對黨取得的議席最多,因此在野黨的州議員皆有資格出任州務大臣一職,但他們必須進行協商,以推薦適合的人選給州統治者。”

他今日(週五,14日)接受星洲日報訪問時表示,若新政府在推薦州務大臣人選時出現意見分歧,而向州統治者呈上多個人選及交由後者作決定,那麼後者也惟有自行判斷最恰當的人選。

資深律師:多數議員意愿為依歸

另一名資深律師則表示,州統治者是必須以該州大部份州議員的意愿為依歸,以委任最佳的人選出任州務大臣一職。

他說,至於州統治者該如何確定最佳的人選,則得胥視獲得執政權陣線所推薦的人選,哪位獲得當地最多州議員的支持與信任,就能出任州務大臣一職。

“州統治者會尊重獲得最多州議席陣線所推薦的人選,並會參考個別人選獲得的支持信,或聯合簽名的支持信來進行判斷,但一切的最後決定終歸於州統治者。”

他表示,一旦委任州務大臣後,後者有責任從該州議員當中,推薦至少4位或最多10位議員擔任州行政議員。

瑪拉工藝大學法律系教授薩沙魯祺則強調,各州的憲法條文皆清楚闡明,委任州務大臣是州統治者或蘇丹的專有權限,首相是無從干涉的。

他週五是針對原任玻璃市州務大臣拿督斯里沙希淡,指他已獲得首相委任狀繼續出任該州州務大臣事宜時,這麼指出。

他表示,首相是不可能委任沙希淡為州務大臣,因為這是州統治者的權限。

沙希淡或“擺烏龍”

他笑言,可能是沙希淡“擺烏龍”,把首相委任他為玻州國陣主席一職誤以為是出任州務大臣的委任狀。

“玻州國陣州議席為居多,身為國陣主席的首相有權推薦州務大臣人選,但決定權在州統治者手中。”

现在玻璃市拉惹都不理睬首相的推荐了,我想问题不是在首相那儿,就是在沙希淡(Shahidan)那儿了吧。

【本刊林宏祥撰述】《独立新闻在线》获悉,民主行动党呈上的雪兰莪行政议员名单中,并没有双溪槟榔区(Sungai Pinang)候任州议员邓章钦的名字。这也意味着,早前这名“副州务大臣”热门人选,将不会如巴生民众所愿般出任副大臣,更与行政议员职位擦身而过。

根据可靠消息,民主行动党在今日提呈给雪州大臣卡立依布拉欣(Khalid Ibrahim)的行政议员人选名单中,入围者有兼任士布爹区(Seputeh)国会议员与金峦区(Kinrara)候任州议员的郭素沁、甘榜东姑区(Kampung Tunku)候任州议员刘永山、班达马兰区(Pandamaran)候任州议员刘天球,以及史里肯邦安区(Seri Kembangan)候任州议员欧阳捍华。

而蝉联四届的州议员、上任雪州议会在野党领袖邓章钦(左图),则不在名单内。由于副州务大臣必须是行政议员,这也意味着邓章钦已无望出任副州务大臣。由于早前出现副大臣人选争议,卡立依布拉欣在前日(13日)宣誓就职后,向媒体透露或不委任副大臣。

无论如何,《中国报》隆雪版报道今日引述郭素沁,指该党提呈一份五人名单给卡立依布拉欣,惟一切有待大臣与苏丹决定。在这份名单中,除了上述四人,另一人则是邓章钦。

民主行动党在56雪州议席中攻下13议席,与获15州席的人民公正党以及8州席的回教党组织政府。按照议席比例,在10个行政议员的名额中,人民公正党可获4名行政议员(不包括州务大臣)、民主行动党与回教党各获4与2名行政议员。

郭素沁目前是民主行动党全国宣传秘书、刘天球则是非政府组织局主任、欧阳捍华是该党雪州主席、刘永山为雪州秘书;邓章钦则是该党全国中委。

本刊无法联络上邓章钦(右图左),惟在其部落格中发现他在周五(14日)的贴文。这名前任社会主义青年团团长就指他与刘天球(右图右)、郭素沁竞逐副大臣的传闻,以孔子的“不患无位,患所以立”回应之。他更补充道:“若我获献议(此职位),我将扛起此责任;若没有,则顺其自然。”

前天,人民公正党全国宣传主任蔡添强就《星洲日报》报道“郭素沁对蔡添强透露卡立依布拉欣属意邓章钦当副手一事感到奇怪”,发文告否认自己发表有关言论。

早在3月11日,郭素沁陪同卡立依布拉欣到皇宫觐见雪州苏丹。自那一刻开始,一般预料,郭素沁将出任雪州副州务大臣,而当时邓章钦也向本刊确认,他已无望出任副大臣。

值得一提的是,上届州议会独有两名来自民主行动党的州议员,除了邓章钦,另一名就是其“政治徒弟”适耕庄区(Sekinchan)州议员黄瑞林。两者在任期内揭露多宗雪州行政舞弊案件,邓章钦甚至一度被逐出州议会。

我看了Raja Petra的文章,觉得小邓是咎由自取,而且觉得这个人很笨,他竟然不知道自己已经不再是在野党的代表,而是执政党!怎么连一点基本的常识都没有?

Small things please small minds
Let me say this again. You are no longer the opposition, so please stop thinking and acting like an opposition. You are now the government, so please get down to acting like a government. The voters put you in office to run the state so can we please see you running the state.


For example, when you have an audience with the Sultan during the swearing-in ceremony, you need to be properly attired. Proper protocol needs to be observed. Certainly you cannot use jeans, T-shirts and slippers. Malays need to wear a Baju Melayu and non-Malays a suit (not a sports jacket which does not match the pants). Malay women must be in Baju Kurung and non-Malay women must be in a dress -- not wearing pants like what one DAP State Assemblywoman did recently. Malay women should wear a scarf or selendang (no need to fully cover the head) and the men must wear a songkok, preferably even non-Malays though they may be wearing a suit instead of a Baju Melayu.

Even when you have an audience with the Thai King, Japanese Emperor, or the Queen of England there are dress codes to observe. But the DAP State Assemblymen refuse to wear a songkok. They argue that they refuse to 'look like a Malay'. Hey, these same people are wearing a suit. Why do they not protest for being asked to look like a 'yellow' Mat Salleh? A suit is not Chinese. It is western. You don't mind wearing a suit and start looking like a banana -- yellow outside but white inside -- but you refuse to wear a songkok because it is a Malay thing. “We are not Muslims,” they reply. Indonesians also wear songkoks and millions who do are not Muslims, they are Christians.

Teng Chang Khim of DAP wants to become the Deputy Menteri Besar of Selangor. He has organised demonstrations the last couple of days to pressure his own party into proposing his name for Deputy Menteri Besar. But he refuses to wear a songkok. Instead, he wants to become a Chinese 'hero' by boycotting the audience with the Sultan of Selangor to protest being asked to wear a songkok. He wants to become the Deputy Menteri Besar but he boycotts the Sultan. What the fuck! How the hell is he going to be sworn in as the Deputy Menteri Besar if he refuses to go meet the Sultan? Does he want the Sultan to just send him a SMS?

The formation of the Selangor state government has to face delay just because, amongst others, one DAP man wants to become a Chinese 'hero' by refusing to wear a songkok. Anyway, the Sultan has helped solve Teng's dilemma by declaring that there will be no post of Deputy Menteri Besar. Now Teng need not worry whether he should continue being a Chinese 'hero' or transform into a 'traitor to the Chinese race' by wearing a songkok. And I suggest Teng also not be appointed an EXCO Member or else he would be placed in a serious dilemma as to whether to wear a songkok or not when he has to appear before the Sultan to take his oath of office.

Maybe back home you wear your shoes in your house. But when you come to my house you take off your shoes. And if you refuse to do so because you do not want to 'look like a Malay' then no need to come to my house. In my house I dictate the house rules and dress code. This is my home and I am king of my castle. You are just my guest and you must act like how a guest should act. And if I invite you for my daughter's wedding, and if I say that all guests must wear a songkok, you can decide whether to boycott my daughter's wedding or come wearing a songkok.

These DAP chaps are trying to become heroes of the Chinese race. They do not want to have anything to do with what is perceived as Islamic or Malay traditions. Malays are very happy to respect and observe Chinese traditions. If you invite us to your house for a wedding, and if you dictate the dress code, we would be very happy to comply. We will not boycott the wedding just because we do not want to do what is considered Chinese. But this does not appear to be the Chinese mentality at all.

Come on DAP. What is so jijik about a songkok? There are more important things to do than fight with the Sultan over what we should place on our heads when we appear before His Highness to take our oath of office. We have Selangor, the most important state in Malaysia, to run. Do you mean to say that just because of a songkok you are prepared to let the whole state government fall?

Sultan Terengganu next to snub PM?

Signs are emerging that the Terengganu royal household is also set to follow the heels of the Raja of Perlis in appointing a menteri besar who is not the Barisan Nasional's choice, paving the way for a possible direct confrontation between the royalty and the federal government.

This morning all 23 BN state assemblypersons from Terengganu were called up for a meeting with the state's Regency Advisory Council.

The council represents Terengganu's 11-year-old regent Tengku Muhammad Ismail, whose father Sultan Mizan Zainal Abidin is the present Agong of Malaysia.

The incumbent menteri besar Idris Jusoh - who is also Prime Minister Abdullah Ahmad Badawi's choice to lead the state - was not invited for the meeting.
He was the only one not invited for the meeting scheduled to take place in Putrajaya.

Idris was also believed to be in Putrajaya to meet Abdullah.

In the aftermath of the general election, Idris led BN to a comfortable victory to retain the state by winning 24 of the 32 state seats. PAS won the remaining eight.

He was expected to be sworn in on March 9 but the ceremony was suddenly postponed.

According to an informed source, Idris had a massive fallout with Sultan Mizan. It is learnt that he has yet to have an audience with the king, who is also the Sultan of Terengganu.

The source said the sultan has been unhappy with Idris for sometime now and is seriously pondering to replace him with someone who can work with the Terengganu palace.

“The meeting involving the state representatives today is for the palace to put forward its candidate, seeking a total support for that candidate from the representatives,” said the source.

“The council will also tell the representative as to why the sultan disapproves Idris' candidacy as menteri besar,” he added.

Idris’ shortcomings

It is learnt that the palace was unhappy with the manner the police and the Idris-led state government had handled the Batu Buruk riot on Sept 8 last year.

“The sultan felt that the matter could have been handled in a better way, especially without any live bullets being fired,” added the source.

On that day, a ceramah by polls reform group Bersih which was forcibly dispersed by the police turned into a riot with scores injured, including two PAS supporters who were shot by a policeman. The police have since claimed that it was done in self defence.

"Similarly, the palace is also unhappy with the manner the police targeted PAS supporters on polling day in Rusila by firing teargas to disperse them. The palace feels that the state administration had influenced the police to act in such manner," he added.

He further said that the sultan was also unhappy with the “apparent cockiness” shown by Idris during his tenure as menteri besar.

“On several occasions, he acted as though he was the sultan, making decisions unilaterally and without giving consideration to the royal household.”

At the meeting today, the regency council is also expected to tap into the apparent unhappiness among the grassroots Umno leaders in the state towards Idris, especially over his choice of candidates for the elections.

Many claimed that BN lost some seats this time around due to boycott from Umno.

Several names are being bandied as a possible replacement for Idris, the more popular ones being Ajil assemblyman Rosol Wahid, Cukai assemblyman Mohamad Awang Tera, Telok Pasu state representative Abdul Rahin Mohd Said and Kijal assemblyperson Ahmad Said.

However, the palace is believed to be leaning towards Ahmad Said, who is also the Kemaman Umno division chief. A daily today called him a firebrand, but sources said that the palace has full confidence in him to lead the state .

Double blow for Pak Lah

It is uncertain as to how Abdullah would look into the role played by the palace in choosing a new menteri besar, especially with the rejection of his apparent choice.

If the Terengganu palace proceeds successfully in naming a new menteri besar, this will come as a second blow from the royalty to Abdullah’s administration.

Yesterday the Raja of Perlis, using the state consitution to his favour, named Bintong state representative Md Isa Sabu as the new menteri besar in place of Shahidan Kassim who was chosen by Abdullah to continue to be MB.

It is learnt that Abdullah is standing by his decision to reappoint Shahidan to the post and has sent his deputy Najib Abdul Razak to meet all Perlis BN state representatives to find a solution.

“Whatever happens in Perlis and Terengganu, one thing is certain. A constitutional crisis seems to be looming with the stand taken by the royalty against the expressed wishes of the prime minister,” said a constitutional expert.

The menteri besar conundrum in Terengganu took a different turn later in the day when the meeting with the royal council was called off in the eleventh hour.

A source told Malaysiakini that the meeting was called off on the instruction of the palace.

Following that some 20 BN representatives then had a meeting with Abdullah, ostensibly to express their support for Idris.

However it is learnt that the palace’s top choice for the menteri besar post Ahmad Said was not in the party that met with the premier.

Meanwhile constitutional expert Prof Abdul Aziz Bari said that the proactive taken by the Raja of Perlis and Terengganu Sultan would not create a constitutional crisis as “the decision taken by the rulers of Perlis and Terengganu are quite in line with the letter and spirit of the constitution”.
